Using a cell phone is problematic because people are looking out their windows, but not really seeing, if there were a problem with looking down at radios occasionally, we wouldn't be allowed to have them at all. now, there are plenty of in dash computers in use, as hard drive based music players, map systems, all kinds of things, and not from the car manufacturers.
