Okay.
Open Gimp>File>New>Choose your Size. Mine is this:

Then Go To Filters>Render>Circuit


Settings Like this:

If your background and foreground color are the default(black and white) then yours should look like this:


Go to the gradient tool and make your settings like this:


Drag it across like this and then theres your result:
