Grunge was never one of my favourite styles, but I like this background. And now I'll teach you make it too! Don't worry if it doesn't look exactly like my

Doc = Document
What we'll be making:

Open a doc. That's 1000x1000 and (using the fill tool) fill it in with a blue.

Using a blue that's a little darker than your background colour go to Custom shapes and do the following:

Using the shape we have there draw it over your doc., Like this:

Now for our 'Ribbon' Using the rectangle marquee tool draw a rectangle at the bottom of the doc., like this:

Set your colours to a hot pink and a darker hot pink and fill the rectangle in.

Go to Layer ->Layer Styles -> Bending Options and do the following:

for the next step we'll be using a brush that ranges from 20px to 190px, and opacity 30-35%
Using diffrent types of brush sizes (with the opacity of 30%) draw a line of 'Bubbles' like below:

Can you see how there are stray bubbles at the side?

Next get a bright green and do the same thing as you did in the previous step (on a new layer)

On a new layer do the same thing and the previous steps with a bright purple.

Okay now lets use our textures!
-Texture 1
-Texture 2

Okay, using Texture 1 copy the full image and paste it on your doc. Using Clt+T (Transform) Make the texture the size of the doc.
Rename that layer 'Texture 1' Move Texture 1 so its above Shape 1 but Below the Ribbon.
In the layer box, next to layer opacity there should be a drop down box. Pick 'Overlay'.

Now copy and paste (full image) of Texture 2 on the doc. Using the Transform tool (Clt+T) size it down so its the size of the Ribbon. Use a rubber to clean it up.
Set this Texture layer to Soft Light (Its where Overlay and all that is)

We're almost DONE!
The 'Bubbles' layer, change that to either of the following:
-Screen
-Overlay
-Liner Dodge (Add)
-Hard Light
