Open up your image on Gimp. I am using this one:



Use the fuzzy select tool to select the area you want to add the glitter to (hold down shift while clicking the areas).



Go to Filters --> Noise --> RGB Noise.



Use the default settings, unless you want to try out anything else.



Here's your ending result:

You just click select --> none.

Oh Gimp is a free editor image program in order to have it you will need to download it.
is a free raster graphics editor used to process digital graphics and photographs. Typical uses include creating graphics and logos, resizing and cropping photos, altering colors, combining multiple images, removing unwanted image features, and converting between different image formats
It almost the same as photobucket with the difference that gimp is a program that you need to install and it's pretty much better than photobucket^^
