Here's a tutorial for super smooth hair on GIMP. It may be able to be used of Photoshop, I don't know.

Here's the starting image.


Okay, now, use the smudge tool to add shape to the hair. Make sure there is no pixelation and you are satisfied with the shape of the hair before you move on. Also, be sure the hair is smooth.


Now, use the color picker tool and select the darkest color on the hair. Use the foreground/background color select to make the color slightly darker. Use the paintbrush tool and Circle 01 to make lines on the hair. Don't color over the hair or make too many lines.


Repeat the last step, only use a color slightly lighter than the lightest color on the hair.


You're almost finished. Use the smudge tool to smudge over the hair again. The hair should look smoother not that you have added the lines.
