Open up your image. I am using this one:



First, duplicate the layer by clicking this button on the layers palette:

At the top of the Image, go to Filters --> Enhance --> Sharpen.
Set the sharpness anywhere from 15 to 20. (I usually use 18)
Now go to Filters --> Blur --> Gaussian Blur. Use these settings:

Change the layer opacity.

Create a new transparent layer,

and use the fill bucket tool to fill the layer with the color #0000ff.


Change the Mode to Difference and Opacity to anywhere in between 30-40. (You can go over or under until you find what you like) Here are the settings I used:

Now you just right click on each layer (except background layer) and click Merge Down (start with background copy layer, then new layer.)
Now save as a PNG and here's your ending result!
