So, While I was In Meezer Creativity Contests.(This Was a while ago) I noticed some one made a beautiful glow effect on the poster.Here's The example.I'm wondering how to do it.

All you have to do is go to Filters>Artistic>Soft glow. And you can adjust it and wotnot. (;
